EVALUATION OF TEACHERS AND SPECIALISTS

 

It is the intent of the Board of Education to maintain an evaluation program of the performance of certificated personnel.

The purpose of such an evaluation program shall be to assure the continual improvement of professional services for our students. It shall also be the purpose of the system to identify and reinforce outstanding professional competencies of the certificated staff.

In the development of policy and procedures related to the program of evaluation, the Board of Education and the administration shall avail themselves of the advice of the certificated instructional personnel employed by the district.

The program of evaluation shall include but shall not necessarily be limited in content to the following elements:

  1. Planning and organization
  2. Curriculum and instruction
  3. Pupil progress toward expected achievement
  4. Instructional techniques
  5. Employee adherence to curricular objectives
  6. Learning environment
  7. Non-instructional responsibilities
  8. Professional responsibilities

It will be the responsibility of the Assistant Superintendent, Personnel Services, and the Assistant Superintendent, Educational Services, in concert with the principal, to recommend by February 1 of each year the continuing employment of probationary and/or temporary certificated personnel. A form (4115/a) certifying completion of this review, signed by all three responsible parties, shall be placed in the employee's personnel file.

Evaluation and assessment of the performance of each certificated employee shall be made on a continuing basis. Evaluations shall include written recommendations, if necessary, as to the area of improvement in the performance of the employee. The evaluator, thereafter, shall confer with the employee, make specific recommendations as to what improvement is needed in the employee's performance, and endeavor to assist the employee in such improvement.

The annual written evaluation shall include a summary of priority objectives attempted, recommendations made, and the degree of attainment by the evaluatee. A copy thereof shall be transmitted to each certificated employee not later than 30 days before the end of each school year in which the evaluation takes place. Each certificated employee shall have the right to initiate a written response to the evaluation. Such response shall become a permanent attachment to the employee's personnel file. Before the end of the school year, a meeting shall be held between the employee and the evaluator to discuss the evaluation.
