DIFFERENTIAL PROFICIENCY STANDARDS FOR

 

SPECIAL EDUCATION PROGRAM STUDENTS

 

The Board of Education of the Placentia-Yorba Linda Unified School District recognizes that proficiency standards adopted for students enrolled in regular educational programs may not be appropriate for all students enrolled in district special education programs. It is the intent of the Board of Education that differential standards for demonstrating proficiency be permissible for those elementary and secondary students who are enrolled in special education programs and who have been identified by a district assessment team as having diagnosed learning handicaps or disabilities that would preclude them from attaining the district's proficiency standards. Any such differential standards, including those for graduation performance leading to a high school diploma, shall be specified in the student's Individualized Education Program.

Whenever possible, the Individualized Education Program plan shall make provisions to insure that the student will be given a reasonable and equitable opportunity to demonstrate proficiency according to the district's regularly adopted standards. Differential modes of assessment and means of instruction necessary for students to meet proficiency requirements shall be provided and specified in the Individualized Education Program plan.
