The Constitution
of the State of California requires the Legislature to provide for a system
of common schools and empowers the Legislature to provide for the incorporation
and organization of school districts in the discharge of its educational
obligations.
The Legislature has implemented
this constitutional mandate in the creation of school districts of various
kinds and classes. The Placentia-Yorba Linda Unified School District is
incorporated and organized as a unified school district and is also deemed a
city school district under the applicable laws of the State of California.
