VOLUNTARY EARLY RETIREMENT/CONSULTANT PLAN

 

FOR CERTIFICATED PERSONNEL

The Board of Education of Placentia-Yorba Linda Unified School District offers certificated employees the opportunity to provide contractual educational services to the district under a voluntary early retirement plan. This consultant plan is designed to:

  1. Encourage continued, positive contact with staff members who have attained expertise in their field
  2. Provide contractual educational services which are needed
  3. Provide earned salary and continuance of the district's health and welfare benefit program to those staff members who would like to retire upon attaining age 55
  4. Provide financial savings to the school district by encouraging increased turnover of staff at the upper ranges of the salary schedule

The following conditions shall apply to the plan:

  1. Satisfactory service in the Placentia-Yorba Linda Unified School District for a minimum of ten (10) years of which the immediately preceding five (5) years were in full-time employment.
  2. Attainment of age 55 on or before June 30 of the school year of retirement.
  3. Persons electing this program may serve up to 50 days per year (but not to exceed the total maximum salary as mandated in Education Code 23919) at contractual educational activities mutually agreed upon by the person and the school district. Such activities shall be in the best interest of the children of the school district.
  4. The contract with the person choosing this program will be for a period of one (1) year, renewable each year up to four years or to age 65, whichever comes first, based upon an evaluation of person's satisfactory performance for each year of service under the consultant plan and the specific needs of the school district.
  5. The salary shall be based upon the per diem rate of the employee's salary during the last year of full-time service in the district with the maximum allowable set by Education Code Section 23919.
  6. The superintendent shall designate the assignment of the consultant.
  7. Any changes in the program for early retirement which would benefit the future participants would also benefit those currently under contract.
  8. Application shall be made to the Assistant Superintendent, Personnel.
  9. Retirees, for the purpose of this program, are considered independent contractors.
  10. Consultants shall be evaluated annually in accordance with the district procedures for the evaluation of certificated personnel.
  11. The Board of Education may grant an exception to any of the above conditions by taking specific board action if, in the judgment of the board, doing so would benefit the district.
