BOARD AUTHORITY

The Board of Education of the Placentia-Yorba Linda Unified School District has full authority to carry out the will of the people of the district within the limitations of state and federal law and State Board of Education rules and regulations. Where legally permitted, the board shall consider itself the agent responsible for establishing and appraising educational activities and related matters.

The board is the unit of authority. Apart from the normal function as part of the unit, the board member has no individual authority. Individually, the board member may not commit the district to any policy, act, or expenditure. The board member cannot do business with the district served, nor should the board member have an interest in any contract with the school district in general. The board member does not represent any factional segment of the community, but is rather a part of the body which represents and acts for the community as a whole.

Board members have no authority as individuals over school affairs. No individual member shall exercise any administrative responsibility with respect to the schools nor command the services of any school employee. Members of the board shall not be asked to perform any routine or clerical duties which may be assigned to any employee, nor shall any board member become an employee of the district while serving on the board.

Board members have authority only when acting as a body duly called into session, except as specifically authorized or requested in a representative capacity by the board as a whole.
