SCHOOL/COMMUNITY ASSOCIATIONS

 

A.      Purpose and Scope

To provide procedures for principals, school staffs, and school community associations to follow as such associations support the schools generally or as they support specific elements of the school programs

B.     General

It is highly recommended that all school/community associations be appropriately chartered or incorporated as provided by the laws of the state.

The principal is the designated authority to cooperate with site level associations and to enforce these regulations. The superintendent shall appoint a designee when appropriate to supervise a district-wide association.

Suggestions or concerns regarding this regulation should be directed to Assistant Superintendent - Educational Services.

D.     Procedures

1.      The use of a school's name or the district name in any support group title and activity must have the prior approval of the site manager.

2.      Activities of support groups must not conflict nor interfere with school programs or activities. Support group personnel should not schedule activities until master calendars have been consulted and clearance has been given by the appropriate administrator.

3.      A Use of Facilities must be properly executed and approved before school property is used for activities of support groups.

4.      Only school employees or appropriately registered volunteers may participate in school activities which involve students during posted school hours or during school activities on or off the campus. Support groups may not directly employ personnel to perform duties on school grounds unless such duties are performed as part of an approved Use of Facilities

5.      Support groups may not conduct fund raising activities on the school grounds during the school day unless an exception is made by the principal and such activities are not in competition with school and/or student body activities. Fund raising activities may be conducted at co-curricular activities if such activities do not compete with activities of the associated student body, and if they are approved in advance by the site manager.

6.      With the prior approval of the site manager, support groups may raise funds to be donated to finance co-curricular stipend positions approved in the district. Rates of pay or stipends are established by district personnel office and must not violate existing contracts or agreements.

7.      Support groups frequently raise funds to provide needed equipment and material. A gift of cash can be made from which such equipment or material can be purchased. If a direct gift of equipment or material is made to the school, such equipment and material must meet the standards of the district.

8.      All gifts must be recorded on the approved district forms and processed for formal acceptance by the Board of Education.

9.      All trips to be funded by support groups must be approved in advance in accordance with appropriate district policies and regulations.

10.  Because of liability and insurance requirements, the private property of support groups cannot be stored on school premises without written permission of the principal, exempting the district from liability.
