ESTABLISHING SCHOOL SITE COUNCILS

 

A.      Purpose and Scope

To establish and implement a school site council composed of staff, parents, students, and community members to accomplish the general goals mentioned in Board Policy 1222.1 "Responsibilities of School Site Councils"

B.     General

Questions or suggestions by students, residents, and staff regarding any school site council activities should be addressed to the local school site principal.

D.     Procedure

1.      The name of this council shall be the School Site Council (SSC) under provision of Education Code 52011(b).

2.      Membership in the SSC:

a.      The SSC shall have a membership which reflects the ethnic and socio-economic composition of the school.

b.      At the elementary level, the council shall insure parity among (a) the principal, classroom teachers, and other school personnel, and (b) parents or other community members selected by parents (Education Code 52012).

1)      The size of the elementary SSC shall be 10-14 members constituted according to the following sample:

c.      At the secondary level, the council shall be constituted to insure parity between (a) principal, classroom teachers, and other personnel, and (b) equal numbers of parents and pupils (Education Code 52012).

1)      The size of the secondary SSC shall be 12 members constituted according to the following diagram:

a.      At both the elementary and secondary levels, classroom teachers shall comprise the majority of persons represented under subdivision b.(a) and c.(a) of this section (Education Code 52012).

b.      A parent or community member eligible to serve on a site council as a parent/community member is a person who is not an employee of the school district (CCR 4002). However, an employee of the school district who is also a parent/guardian of a pupil who attends a school other than the school of the parent's/guardian's employment is not disqualified by virtue of this employment from serving as a parent representative of the School Site Council established for the school that his or her child or ward attends if that school participates in a school-based coordinated program (Education Code 52852).)

3.      Selection of SSC Members:

a.      Elementary SSC will be selected as follows:

1)      Community (5-7) - selected by their peers at a regularly scheduled SSC meeting, at a meeting called for the purpose of selecting parent/community representatives, or by ballot distributed to all families at the school

a)      Classroom teachers (3-4) - selected by the total staff at a regularly scheduled faculty meeting or at a meeting called by the principal for the purpose of selecting their school site council representatives; each teacher selected must represent a different grade level in the school and be a full-time staff member at the site

b)      Principal (1)

c)      Other personnel (1-2) - selected by this group (psychologist, counselor, nurse, classified staff, etc)

b.      Secondary SSC will be selected as follows:

1)      Community (3) - selected by their peers at a regularly scheduled SSC meeting, at a meeting called for the purpose of selecting parent representatives, or by ballot distributed to all families at the school

2)      Students (3) - two (2) selected by the school student council from the student council, one (1) selected by their peers

3)      Classroom teachers (4) - selected by the total staff at a regularly scheduled faculty meeting or at a meeting called by the principal for the purpose of selecting their school site council representatives; each teacher selected must represent a different department in the school and be a full-time staff member at the site

4)      Principal (1)

5)      Other personnel (1) - selected by this group (psychologist, counselor, activities director, nurse, classified staff, etc.).

4.      Term of Service

The term of service on the council shall be for a minimum period of one (1) year. Council representatives may be selected by their representative groups for more than one term but no more than four (4) consecutive terms.

5.      Meetings

Meetings shall be open public meetings and shall be held with sufficient frequency to assure continuity of activity and accomplishment of the purposes of the council. There shall be no fewer than four (4) regularly scheduled meetings each year.

6.      Bylaws

The school site council (SSC) shall establish bylaws which provide for parliamentary procedures, term of office, and method of selection and replacement of council members. The bylaws shall include at least those sections covered in the district guidelines provided to each council. Bylaws shall be on file at the district office.

E.     Reports Required

A record/minutes of all council meetings shall be maintained and filed at the school office. A copy of the minutes of all meetings shall be forwarded to the Assistant Superintendent - Educational Services. A written report of the council's work shall be presented to the deputy superintendent.
