A. Purpose and Scope
To establish a sequence of activities which will assist site councils in the resolution of concerns identified by the majority in the site council
B. General
If a simple majority of the School Site Council has a particular concern which is within the scope of Placentia-Yorba Linda Unified School District Policy 1222.1 and resolution of the concern is not achieved at the council level, this procedure shall be followed.

D. Procedure
1. Level I:
a. School Site Council Chairperson gives the concern in writing to the principal presenting both sides of the issue or concern.
b. Site principal may:
1) Review or resolve concern
2) Form an ad hoc Study Committee or study the problem
c. Site principal will respond in writing to the School Site Council within ten (10) working days after receipt of the concern.
d. If a simple majority of the School Site Council accepts the solution, the process ends.
e. If a simple majority of the School Site Council rejects the solution, the concern moves to Level II - Assistant Superintendent - Educational Services, within fifteen (15) working days.
2. Level II:
a. The School Site Council Chairperson gives the concern in writing (through the principal) to the Assistant Superintendent - Educational Services, or his designee, within fifteen (15) working days of completion of Level I procedures. The statement will include:
1) An explanation of the concern, presenting both sides of the issue
2) Solution recommended by principal at Level I
3) Reason for rejecting the solution presented
4) Council's recommended solution
b. The Assistant Superintendent - Educational Services or his designee may:
1)
Review or resolve the problem
2) Form an ad hoc Study Committee to study the problem
c. The deputy superintendent will respond in writing through the site principal within fifteen (15) working days after receipt.
d. The site principal will report the deputy superintendent's response to the School Site Council at its next regular meeting.
e. If a simple majority of the School Site Council rejects the solution, the concern moves to Level III - the Superintendent, within fifteen (15) working days.
3. Level
III:
a. The School Site Council gives concern in writing (through the principal) to the superintendent, or his designee, within fifteen (15) working days of completion of Level II procedures. This statement will include:
1) An explanation of concerns, presenting both sides of the issue
2) Solutions recommended at Levels I and II and reasons the School Site Council has rejected previously presented solutions
b. The
superintendent, or his designee, may:
1) Review/resolve the problem
2) Form an ad hoc Study Committee to study the problem
c. The superintendent will respond in writing to the site principal within fifteen (15) working days of receipt.
d. The site principal will report the superintendent's response to the School Site Council at its next regular meeting.
e. If a simple majority of the School Site Council accepts the solution, the process ends.
f. If a simple majority of the School Site Council rejects the solution, the concern moves to Level IV - the Board of Education within fifteen (15) working days.
4. Level IV:
a. The School Site Council Chairperson will give the concern in writing to the Placentia-Yorba Linda Unified School District Board of Education through the superintendent within fifteen (15) working days of completion of Level III procedures. This statement will include:
1) An explanation of the concern, presenting both sides of the issue
2) Solutions recommended at Levels I, II, and III
3) Reasons for rejecting previously presented solutions
b. The Placentia-Yorba Linda Unified School District Board of Education shall consider the concern for action at a regularly scheduled board meeting. The board may:
1) Review/resolve the problem
2)
Form an ad hoc Study Committee to study
the problem
c. The
Board of Education will give their decision in writing to the site principal through
the superintendent within fifteen (15) working days of their board meeting. A
copy of this decision will be sent to the Assistant Superintendent -Educational
Services.
