ASSESSING MANAGEMENT COMPETENCY TO EVALUATE

 

A.      Purpose and Scope

To establish procedures which insure that personnel assigned to evaluate teachers have demonstrated competence in instructional methodologies and evaluation techniques for teachers they are assigned to evaluate

B.     General

1.      Plans and procedures are systematized in this regulation to insure district-wide consistency in determining administrative competence in the areas of instructional technology and evaluation.

2.      Specific criteria for certification of qualified evaluators are included in these regulations.

D.     Procedure

1.      Identify individual evaluators

2.      Determine district qualifications for certification

a.      Possession of a valid administrative credential

b.      Existence of appropriate district adopted policies and procedures.

c.      Adopted competencies in instructional methodologies

d.      Adopted competencies for supervision of instruction

e.      Adoption of techniques and procedures for evaluation of instruction

3.      Assess individual evaluator's demonstration of adopted competencies

4.      Develop a professional improvement program for/with each evaluator

5.      Implement professional improvement programs

6.      Develop and implement system for monitoring each evaluator's skills and progress

E.     Reports Required

1.      Recommendations of assessor to the District Superintendent (copy of Assessment of Competency in Instructional Methodology and Evaluation Summary form) (Exhibits A and C)

2.      Professional Growth Inventory form (Exhibit B) sent to District Superintendent by administrator being assessed

3.      Recommendations on certification sent to the Board of Education by the superintendent
