CERTIFICATED PERSONNEL STAFFING  

(Recruitment, Selection, and Appointment)

 

A.      Purpose and Scope

1.      Through its employment policies, the Placentia-Yorba Linda Unified School District attempts to attract, secure, and hold the highest qualified certificated personnel to implement and support the district's total educational program.

2.      The following administrative procedure will provide the guidelines for recruitment, selection, and assignment of certificated personnel.

B.     General

1.      It is the responsibility of the personnel officer, as the superintendent's delegated authority, to locate suitable candidates to recommend for employment to the board.

2.      The selection program shall be based upon an alertness to applicants with outstanding skills or a high degree of potential ability, who will devote themselves to the education and welfare of students in the Placentia-Yorba Linda Unified School District.

3.      There shall be no discrimination in the hiring process due to age, sex, creed, race, color, national origin, or place of residence.

4.      A concerned effort shall be extended to maintain a variation in background, educational preparation, and previous experience in the school site staff.

D.     Procedure

To be considered for a position, the candidate must have a completed application on file. No candidate shall be hired without a personnel interview.

The administrator directly responsible for the performance of a staff member shall have the opportunity to aide in the selection process; however, the final recommendation shall be made by the personnel officer with the approval of the superintendent.

a.      Phase I - Application

To be considered for a position in the Placentia-Yorba Linda Unified School District, an application must be on file:

1)      Completed application received

2)      Cross reference card prepared; file folder prepared

3)      Credentials requested and received

4)      File reviewed by personnel administrator

5)      Letter sent to applicant upon receipt of complete application packet and further information requested if needed

b.      Phase II - File Preparation:

1)      Preliminary interviews with personnel administrator

2)      Interview appraisal recorded and placed in folder

3)      Applicant referred for other interviews in subject discipline and/or at site location

4)      Interview appraisals forwarded to personnel office

5)      Personnel office places ratings and priorities on interview appraisal forms and filed in folder

6)      Applicant receives letter stating the degree of interest

7)      File completed

8)      Completed file placed in active applicant file

c.      Phase III - Selection:

1)      Vacancy occurs, site administrator requests position to be filled.

2)      Files of best qualified applicants are pulled by the personnel administrator and analyzed.

3)      Applicants who are considered finalists contacted by the personnel office for additional interviews with the principal; and where appropriate, other district administrator.

4)      Administration makes recommendations to certificated personnel office.

5)      Personnel office offers contract.

6)      All applicants offered contracts are placed on the Board Agenda for official approval.

7)      Employment does not commence until the Board of Education approves the agenda item.

8)      Process is followed for vacancies which occur all year.

9)      In the fall, each applicant in the active file receives a reactivation letter. Those still interested are retained in the active file.
