STUDENT TEACHING AND INTERNSHIPS
A.
Purpose and Scope
1.
To
specify the terms and conditions by which the district will enter into
agreements with colleges and universities in the implementation of Board Policy
1640/4123
2.
To
specify the method by which student teaching and internship assignments will be
made
3.
To
specify the procedures by which master teachers will be paid
B.
General
1.
Principals
and/or designee are required to instruct all interns and student teachers
regarding the standards of personal conduct and behavior consistent with that
required of all school employees.
2.
All
activities of student teachers and interns shall be conducted under the
supervision of a credentialed employee and shall be in strict accordance with
law and policy. The supervising teacher will be responsible for meeting the
standards set forth in the district's Handbook for Master Teachers
and/or the college's student teacher handbook.
3.
Any
suggestions or questions regarding this procedure should be directed to the
Assistant Superintendent, Personnel Services.

Procedure
1.
Procedure for assigning and terminating student teachers and interns:
a.
The
college or university will forward requests for student teacher/intern
assignment (providing the following information) to the Assistant
Superintendent, Personnel Services.
1)
Name
of student teacher/intern
2)
Grade
of major/minor
3)
Grade
preference if requested
4)
Master
teacher preference if requested
5)
Number
and length of assignments
b.
Principals
may submit request to the Assistant Superintendent, Personnel Services, for
student teachers in the spring of each year for the following year. The request
will include the following information:
1)
Need
and/or justification for a student teacher
2)
Grade
levels and names of recommended master teachers
3)
Brief
description of master teacher's program and/or qualifications
c.
The
Assistant Superintendent, Personnel Services, will designate the school
placement based on the principal's request and overall needs of the district.
d.
The
principal will make the specific master teacher assignment based on the
approved master teacher list and provide written notification to the Assistant
Superintendent, Personnel Services.
e.
Principals
or the Assistant Superintendent, Personnel Services, may terminate the
participation of any student teacher or intern at any time such action is
warranted in the best interest of students, staff, or the program. The
principal and/or master teacher will provide appropriate evaluation information
and data to support the termination.
Prior to
any termination action, the master teacher and/or principal will have met with
the college supervisor and the student teacher to discuss the areas of
performance deficiency. After this initial conference, the college supervisor
will be given an opportunity to observe and assist the student teacher in an
effort to remedy the areas of deficiency, unless the deficiency or behavior is
such that immediate removal is necessary in the best interest of the students.
f.
The
principal will provide written notification to the Assistant Superintendent,
Personnel Services, of all terminations of student teachers and interns which
provide appropriate evaluation data to support the termination.
g.
The
Assistant Superintendent, Personnel Services, and/or designee will be
responsible for notifying the college or university of assignment or
termination of any student teacher or intern.
2.
Procedures for processing agreements:
a.
All
agreements for student teaching and internships will be submitted to the
Assistant Superintendent, Personnel Services, along with student teaching
assignment sheets.
b.
If
the Assistant Superintendent, Personnel Services, determines the agreement is
compatible with programs established to provide such student teaching and/or
internship participation, he/she will forward all copies of the agreement to
the Director of Business Services.
c.
The
Director of Business Services will review the agreement to determine if it
meets the following terms and conditions:
1)
Shall
state the rate and amount of compensation per semester unit
2)
Shall
provide that the district may, for good cause, refuse to accept or terminate
assignment of any student teacher or intern
3)
Shall
define the exact services to be provided by the district
4)
Shall
state the time period covered by the agreement
5)
Shall
guarantee full payment to the district if the district, for good cause, or the
college or university for any reason terminate the assignment of any student
teacher or intern
6)
Shall
state that the college or university will provide written notification to the
Assistant Superintendent, Personnel Services, of all terminations of student
teachers and interns
If these
terms and conditions are fully met in the agreement, the Director of Business
Services will place the agreement on the board agenda for the next meeting.
d.
After
board approval, the Director of Business Services will return copies of the
agreement to the college or university as requested by them, maintain the
original of the agreement in Business Services' files, and forward a copy of
the agreement to accounting and instructional services.
3.
Procedures for paying master teachers:
a.
The
supervising principal or administrator will prepare a Verification of Master
Teaching Assignment, form ASD/B-019, for each master
teacher under his direction, completing items 1 through 5, and forward to the
master teacher.
b.
The
master teacher will verify items 1 through 5 on the form, making any necessary
corrections, sign certifying performance of work, and return the form to the
principal.
c.
If
the principal approves, he/she will forward all copies of the verification
record to accounting.
d.
Accounting
will:
1)
Compute
and enter on form ASD/B-019 the amount due the master teacher in accordance
with the approved agreement(s)
2)
Process
the necessary payroll documents to insure payment to the master teacher as
indicated on the verification record
3)
Retain
the original of the verification record in payroll files
4)
Prepare
Request to Invoice, form number ASD/B-012, in an amount not to exceed the terms
of the agreement and an amount equal to those sums paid to master teacher(s) as
indicated in D.3d(1). Forward the original of this form and copy 1 of ASD/B-019
to the Director of Business Services.
5)
Forward
copy 2 of form ASD/B-019 to the Personnel Services Division (certificated
personnel)
