SALARY CREDIT FOR CERTIFICATED STAFF
DEVELOPMENT
A.
Purpose and Scope
1.
To
specify requirements for salary credit towards column advancement on the
adopted salary schedules for all certificated employees (To Columns II, III, IV
and V)

To
specify the procedures required of such employees to assure that the stated
requirements are met

General

The

Certificated Professional Growth Committee are responsible to ensure that this
procedure is followed.

or suggestions regarding this procedure should be addressed to the responsible
parties indicated above.
4.
Certificated
employees must direct their formal professional growth in accordance with this
procedure in order to gain deserved financial rewards.
5.
"Units"
are semester units. Quarter units equal two-thirds of a semester unit each.

D.
Procedure
1.
To
be accepted for salary credit towards column advancement, credits above the
B.A. degree must meet the following criteria (except as provided in D.2 below):
a.
The
units must be taken in an accredited institution of higher learning, or an
extension thereof.
b.
The
units must be in upper division of graduate work, except that specific
lower division courses receiving prior approval from the Certificated
Professional Growth Committee shall be given salary credit.
c.
The
units must be in accordance with the guidelines developed by the Certificated
Professional Growth Committee and approved by the Board of Education.
d.
A
minimum average of 2.8 on a 4.0 grade scale must be achieved for column
advancement.
1)
Additional
units over those required may be taken by the certificated employee to achieve
the necessary grade point average.
2)
If
a course is taken on a Pass/Fail, Pass/No Pass, or Credit/No Credit basis, the
units achieved as "Pass" or "Credit" will be accepted but
will not be included in calculation of the point average.
2.
Exception
to the requirement that all course work (units) must be taken at a college or
university may be made by recommendation of the superintendent. The
superintendent, upon recommendation of a certificated professional committee,
is authorized to grant credit on the salary schedule for successful completion
of certain staff development courses under the following conditions:
a.
These
staff development courses shall be reviewed and evaluated as follows:
1)
The
committee will determine which courses or classes are eligible for salary
credit.
2)
The
committee will determine the number of units allowed for each course or class.
b.
These
courses shall:
1)
Approximate
attendance at sessions equivalent in time to college or university courses of
the same value
2)
Require
participation and related work similar to that of college or university courses
of the same unit value
3)
The
following conversion between semester units and quarter units will apply when
assigning staff development courses for salary credit:
a)
One
quarter unit is equal to two-thirds of a semester unit.
b)
One
semester unit of credit is equivalent to fifteen hours of regular class work.
c)
Fifteen
hours of class work, lab work, full work or any combination of the three is
equivalent to one semester unit.
4)
If
the district initiates staff development courses, the proposed units will be
accepted for salary credit upon review and recommendation of the Professional
Growth Committee.
c.
The
request for salary credit must be submitted to the Personnel Office on Form P3.
d.
The
request must be approved for salary credit by the Certificated Professional
Growth Committee before the applicant enrolls in the course. In certain
exceptional circumstances, the superintendent may waive the prior approval
requirement. The waiver may only apply during a current school year (July
1-June 30) and cannot be used for courses taken in previous years.
e.
When
the district pays the teacher to take the course or training program, that
course or training program cannot be used for salary credit.
f.
If
the course or training program is taken during regular working hours the course
or program is not acceptable for salary credit.
g.
Upon
completion of course or program, Form 4131a, "Instructor
Authorization/Course Completion," must be properly signed and submitted to
the Personnel Office.
3.
Members
of the Certificated Professional Growth Committee are to be appointed by
September 1 of each year. The Committee will serve throughout the school year
and be convened by the Assistant Superintendent, Personnel Services, as needed.
Membership is to be based upon recommendations from the Placentia-Yorba Linda
Unified Education Association and the Placentia-Yorba Linda Educational
Management Association. The committee shall be constituted as follows:

4.
"Notice
of Intent to Change Column" on the appropriate form must be filed in the
Personnel Office by April 1 of the year preceding any column advancement.
Note:
This is the responsibility of the certificated employee.
5.
Final
verifications for change of column(s) must be in the Personnel Office on or
before September 15 of any year. Verifications must be by official transcript
or the official verification for the approved staff development courses. Grade
cards or verification letters will be accepted temporarily if
transcripts are delayed.
