The Board of Education endorses the concept of managerial development within the district and encourages identification of potential managers and cultivation of management skills. When equal qualifications for a promotion to an administrative position exist (professional training, experience, recommendations, ability, etc.) between a Placentia-Yorba Linda Unified School District certificated employee and an outside applicant, the in-district employee shall be given preference according to administrative regulations.
