SCHOOL ATTENDANCE REVIEW BOARD

 

(SARB)

 

A.      Purpose and Scope

To make an effort to better meet the needs of students, especially those with attendance and behavior problems

B.     General

SARB is an alternative to juvenile court in resolving truancy and behavior problems.

The members of the SARB are those individuals who represent the community and the school district in attempting to bring about positive changes in student behavior.

The Placentia-Yorba Linda Unified School District will provide personnel to represent it at all SARB meetings. These personnel will also act as the liaison between the school, home and district office as it related to student absenteeism.

D.     Procedure

1.      Referral Process

a.      Eligible for Referral

Any person under the age of the age of 18 years who might benefit from the services offered by SARB, and who is not now on probation, and who is in the physical jurisdiction of the Placentia-Yorba Linda Unified School District, may be referred to SARB.

b.      Referring Party

A person described in 1-A may be referred to SARB by: the local school district, the County Superintendent of Schools, or any other governmental agency that is officially involved with an above described person.

c.      Condition of Referral

Prior to referral to SARB, the referring party must have made reasonable efforts to resolve the inappropriate behavior, which should include evidence of work with the person described and/or with the parents or guardians, and contact with any school and/or governmental agency known to be officially involved with the student.

d.      Information relevant to the referral must be submitted in writing or presented at the SARB hearing. This information, and any other, should include the following:

1)      Permanent Record Card/Transcript

2)      Record of Attendance

3)      Teacher Comments to include current grades

4)      Counselor/Psychologist

a)      Assessment of the problem

b)      Efforts to resolve

c)      Progress to date

5)      School Administrator

a)      Assessment of the problem

b)      Efforts to resolve

c)      Progress to date

e.      Screening

Each written referral will be reviewed by the Child Welfare and Attendance Supervisor and/or the Director of Pupil Services. If the referral is complete and appropriate, the matter will be placed on the SARB agenda, the referring party, parents and/or guardians will be notified of the date, time and place of the SARB meeting at which the referral will be considered. SARB meetings will be held in closed sessions.

2.      Scope of SARB

a.      SARB will consider all information submitted in writing or in person by the referring party, the student, the parents, the guardians, or any officially involved agencies.

b.      After careful consideration of each referred case, SARB will:

1)      Refer the student and parents/guardians to an appropriate community resource for help in resolving the problem and draw up a contract with student and parent/guardian regarding cooperation with that community agency

OR

2)      Determine that referral to a community resource is not appropriate. In that event, the case will be returned to the referring agency with a SARB contract with student and parent/guardian.

OR

3)      Determine that referral to Juvenile Court is appropriate and recommend filing of application for petition.

c.      A progress report on each case accepted for action by SARB will be made by the referring party within 30 days after SARB has heard the case. SARB will request a progress report from the agency to which the student has been referred. Upon request of the progress report, SARB will:

1)      Find that the problem has been resolved or is progressing toward resolution, and terminate its involvement in the matter

OR

2)      Request a further progress report within another 30 days

OR

3)      Find that the student is failing to cooperate in a plan for resolution of the problem, or that available local resources are inappropriate or insufficient to resolve the problem, and refer the student back to the referring agency or to the Probation Department.

d.      SARB will identify service needs within its local community, make these needs known to the County SARB and to local agencies and community planning bodies, and, when appropriate, make recommendations.

e.      Letters to parents will be mailed after the first and second school referral.

E.     The SARB Board is scheduled to meet regularly depending on the case load. Meetings will take place at the Placentia-Yorba Linda Unified School District Office. The referring school administrator and parent will be asked to attend as well as the student.

F.      Reports Required

Refer to Section C of this administrative regulation

G.     Record Retention

Records shall be kept by all legally concerned agencies until the student's senior high graduation year has passed, then destroyed
