DIFFERENTIAL PROFICIENCY STANDARDS FOR

SPECIAL EDUCATION PROGRAM STUDENTS

 

A.      Purpose and Scope

To provide procedures that shall be utilized in administering the policy relating to differential proficiency standards

D.     Procedure

1.      Identification of Eligible Students

a.      Student must be currently enrolled in a special education program.

b.      School Appraisal Team determines whether student's learning handicap or disability would preclude him/her from attaining the district's regular proficiency standards.

2.      Development of Differential Standards

a.      School Appraisal Team develops an individualized set of standards for the student based on his/her own accomplishments and needs.

b.      School Appraisal Team develops differential modes of assessment and means of instruction for any portion of the district's regular proficiencies which are applicable for the student.

c.      Each written proficiency shall include specific definitions of the conditions under which the student's skill attainment will be measured, as well as type, content, and anticipated level of student performance of for each area.

d.      Long-term capabilities of the student, as well as annual instructional objectives, shall be considered.

e.      Parents and the student, when appropriate, shall participate with members of the professional staff in developing individualized proficiency standards.

3.      Proficiency standards and related definitions shall be written into the student's Individualized Education Program.

4.      Proficiency requirements should be reviewed annually and revised as appropriate.

5.      The final Individualized Education Program for students transferring out of special education shall include proficiency standards and performance requirements to be attained for graduation. Such standards and requirements may be either district adopted proficiency standards and performance requirements or differential proficiency standards. Standards for each student shall be determined by the district level assessment team and/or the school level assessment team.

6.      Indicated mastery of specific proficiencies which are indicated on the Individualized Education Program of students transferring into the district shall be accepted.

E.     Reports Required

1.      Requirements of proficiencies to be attained shall be communicated to parent(s) and/or guardian and student.

2.      Names of students requesting diplomas are to be submitted by the site administrator to the Director of Special Pupil Services by April 1 of each year. This report shall be submitted by the Director of Special Pupil services to the superintendent by June 15 of each year.

3.      Granting of the diploma shall be noted on the student's Individualized Education Program.

4.      Names of students and current placement shall be forwarded by the assessment team establishing such standards to the director of special pupil service within five (5) working days from approval date.
