FREEDOM OF SPEECH/EXPRESSION
The Board of
Education of the Placentia-Yorba Linda Unified School District recognizes that
the process of educating students for responsible citizenship in a democratic
society requires every reasonable opportunity for them to exercise the rights
of freedom of speech and expression in the context of the public school
environment.
The purpose of this
policy is to insure the freedom to these rights with due regard to the rights
of others and to the need for reasonable restrictions in the operation of the
public school system.
The superintendent
shall establish such rules and regulations in administrative procedures as are
necessary to insure that students may responsibly exercise such free
expression.
Students have the
responsibility to respect the rights of all persons involved in the educational
process and to exercise the highest degree of self-discipline in recognizing
and adhering to rules and regulations. Responsibility is inherent in the
exercise of every right. Consequently, this policy shall not be interpreted to
allow that which is obscene, libelous, slanderous; that which incites unlawful
acts or the violation of school regulations; that which expresses racial,
ethnic or religious prejudices; or that which substantially disrupts the
orderly operation of the school.
