HIGH SCHOOL ELECTIVE CREDIT FOR PRIVATE STUDY

 

A.      Purpose and Scope

To provide procedures for administering high school elective credit for private study

B.     General

1.      This policy and procedure applies to students in grades 9-12.

2.      Approval for private instruction for elective credit is contingent on an approved application which must contain the prior approval of the parent/guardian and counselor, and/or appropriate school administrator.

3.      The application must be submitted and approved prior to the beginning of the semester in which the class is to be taken. Credit and/or grade will be awarded at the completion of the semester when necessary verification has been received by the school. The application must be renewed each semester.

4.      High school elective credit for private study shall not exceed five (5) credits per semester. "Pass" or "Fail" are the grade options for private instruction.

5.      Approval to enroll in private instruction for elective credit shall be based on the following criteria:

a.      The course of study is not available within the instructional program.

b.      The course of study is recognized by the California Department of Education by its inclusion in the course list provided in the annual "Administrative Manual" for the California Basic Educational Data System (CBEDS).

c.      The private instructor has qualifications in academic preparation, experience, and pedagogical knowledge which approximates that required for licensing to teach in the public schools.

D.     Procedure

1.      In order to receive credit, the student must receive direct instruction by the approved teacher for not less than 90 hours per semester.

2.      The application for private instruction for elective credit must be approved prior to the beginning of each semester for which the student is to receive credit. The approved application constitutes an instructional contract which shall include but not be limited to:

a.      A statement of instructional objectives

b.      Evaluation criteria

c.      An outline of the content of the instruction

d.      A statement of the qualifications of the private instructor

e.      Signatures of the parent/guardian and private instructor

f.        All other information items indicated on the application form

3.      The parent/guardian is responsible for transportation and all other related costs associated with private instruction. No special home/school transportation will be provided.

4.      In approving an application for private instruction for elective credit, the district and school assume no liability and no responsibility for the quality, quantity, or conditions of the private instruction.

5.      The parent/guardian is responsible to submit the Final Verification Form II to the school so that a determination for awarding credit and/or grade can be made by the school. This form must be submitted within ten (10) calendar days after the end of the semester.

6.      The parent/guardian is responsible for notifying the school if private instruction is terminated prior to the end of the semester.

7.      The counselor and/or school administrator may require the completion of additional reports, including but not limited to, a log of activities, an instructional time log, and a statement of progress.

8.      The appropriate school administrator shall make the final determination on the awarding of credit and/or grade.

9.      The counselor or school administrator will file forms and make appropriate entries in the cumulative record and/or official transcript.

10.  It is understood by all parties that the district and schools give no assurances regarding the acceptance by post secondary institutions of elective credit by private study. Private study shall not be certified by principals as meeting entrance requirements.

E.     Reports Required

Periodic summary reports relating to the implementation of this policy and administrative regulation may be required by the Assistant Superintendent - Educational Services.

F.      Record Retention

1.      Application -- Private Instruction for High School Elective Credit by Private Study Form I to be filed in pupil's cumulative file.

2.      Final Verification -- Private Instruction for High School Elective Credit by Private Study Form II to be filed in pupil's cumulative file.

3.      Appropriate entries in pupil's transcript, grades 9-12.
