UNAUTHORIZED STUDENT GROUPS OR ORGANIZATIONS
A.
Purpose
and Scope
To provide staff
with guidance, authority, and procedures by which unauthorized student groups
or organizations, including gangs, shall be prohibited from operating on school
campuses, on other properties of the district, and at school events off of district
property
B.
General
1.
The
principal or other personnel designated by the superintendent, or assistant
superintendent, or a principal are responsible for implementing this policy and
regulation.
2.
Unless
excluded by exception stated in this policy, an unauthorized student group or
organization is any group or organization not established in accordance with
the policy and regulation on "Student Clubs and Organizations."
3.
Suggestions
or concerns relating to this policy or regulation should be directed to the
Assistant Superintendent - Educational Services.

Procedures
1.
Students
shall be encouraged by staff to avoid affiliation with any group reasonably
known to encourage antisocial behavior, to advocate bias or prejudice, or to
engage in the violation of laws, ordinances, policies, or regulations of any
governmental or other public agencies.
2.
Clothing,
jewelry, or other items which depict or suggest sexually-related or obscene
gestures, pictures, or wording which promotes the use/abuse of drugs, alcohol,
or tobacco shall not be worn on campus or at school activities.
3.
No
student shall wear articles of clothing, jewelry, or accessories
which, in the opinion of the school principal, poses a threat to the
physical well-being and safety of the student or others (e.g., spiked collars
or wristbands).
4.
No
article of clothing, jewelry, symbols, or other items which are related to or
serve to identify any unauthorized group or organization, except those relating
to free expression of religion or medically required, shall be worn on campus
or at school events.
5.
No
article of clothing, jewelry, symbols, or other items which may provoke others
to acts of violence or which may cause others to be intimidated by fear of
violence shall be worn on campus or at school events.
6.
Principals
shall issue specific local regulation consistent with the provisions of this
regulation. Clothing, jewelry, symbols, and other items which may serve to
identify specific unauthorized groups are recognized to change frequently and
may result in change to specific campus regulations with minimal time
notification.
7.
This
regulation shall be administered in accordance with standard disciplinary codes
and procedures.
