AUTHORIZED USE OF CLASSROOM/INSTRUCTIONAL SPACE

 

A.      Purpose and Scope

To provide procedures to monitor, analyze and select the most appropriate uses for classroom and instructional space

B.     General

1.      Definitions

The board has prioritized uses of classroom space. The following definitions classify various uses of instructional space.

a.      Authorized Uses (General and specific education, resource specialist programs, and specially funded programs required by law)

b.      Conditional Authorized Uses (District programs, employee lounges or workrooms, and storage)

c.      Unauthorized Uses (Use of instructional space by other than authorized educational or alternative uses)

d.      Alternative Uses (Use of excess instructional space by authorized uses other than district education as defined in Policy 7101.2)

e.      Excess Space (Classrooms that are vacant or that house unauthorized uses will be considered excess by the superintendent.)

2.      Authorized Educational Uses (in priority order)

a.      Authorized Uses

1)      General Education (K-12)

a)      The board places its highest priority on the housing of regular, self-contained classes.

b)      Kindergartens with 60 students will be allocated to a morning and afternoon class requiring one classroom; 61-120 students will be allocated to two morning and afternoon classes requiring two classrooms.

2)      Special Education

a)      Special Day Classes (SDC)

b)      Search and Serve

3)      Resource Specialist Program (RSP)

4)      Specially Funded Program (as required by law)

5)      Library

3.      Conditional Uses (in priority order)

a.      District Programs include, but are not limited to:

1)      Special Learning Labs

2)      Speech Specialist

3)      Psychologist

4)      Music

5)      English as a Second Language (ESL)

6)      Language Specialist/School Improvement Program (LST/SIP)

7)      Innovative Programs approved by the superintendent

b.      Employee Lounge or Workroom

c.      Storage

4.      Instructional Space Requirements

The program area requirements listed below are approximate and may vary according to educational needs and facilities availability.

 

 

Special Day Class (SDC)

 

A class for students whose instructional plan requires attendance in other than a regular classroom for more than the majority of the school day. This program is self-contained, but individual students are mainstreamed when appropriate.

 

 

 

Space requirement - one classroom equivalent

 

Resource Specialist Program (RSP)

 

A program designed to assist students who are able to spend the majority of the school day within a regular classroom, but who are in need of supplementary special services. Services are provided at each school site by a Resource Specialist Program teacher.

 

 

 

 

Space requirement - 0.5 - 1.0 classroom equivalent or commensurate with enrollment

 

Speech and Language Therapy

 

This program assesses and provides speech therapy for students with language deficiencies.

 

 

 

Space requirement - 0.3 classroom equivalent

 

Laboratories

 

The laboratory provides students with experience supplemental to the instructional program, including math, language, commuters, etc.

 

 

 

Space requirement - as needed

 

Music

 

The district offers supplemental vocal and instrumental music in grades 4-6.

 

 

 

Space requirement - multipurpose room or other appropriate space

 

Search and Serve

 

Tynes Elementary School serves the Special Education Local Plan Area (SELPA) serving Brea-Olinda and Placentia-Yorba Linda Unified School Districts in the placement of severely involved pre-school students, ages 3-5, requiring special education services.

 

 

 

Space requirement - one classroom equivalent

 

Migrant Education

 

The migrant education program is a federally funded program which provides supplementary instructional and health services to meet the special needs of the children of migrant workers living in the Placentia-Yorba Linda Unified School District.

 

 

 

Space requirement - commensurate with enrollment

 

SIP

 

A Learning Specialist Teacher is supplemented by School Improvement Program funds to provide instructional improvement to all of our K-6 schools.

 

 

 

Space requirement - 0.3 classroom as needed

 

Media Center/ Library

 

School libraries now encompass more than printed materials. Media centers are areas where students can check out books, newspapers, pamphlets, and magazines, and have access to sound filmstrips, videotapes, slides, and films. We visualize the library housing the high technology center, including computerized cataloging of books, materials, and the Library of Congress information.

 

 

 

Space requirement - one classroom equivalent

 

Miller - Unruh

 

The Miller-Unruh reading specialists assist students using a variety of reading activities designed to prevent or correct reading disabilities at the earliest possible point in the educational process.

 

 

 

Space requirement - commensurate with program needs and enrollment

 

ESL

 

English as a Second Language instruction is provided at those schools where there are nine or less students per grade level of limited or non-English speaking students with the same primary language.

 

 

 

Space requirement - commensurate with enrollment

 

Psycho - logical Services

 

Psychologists provide diagnostic, counseling, and consultative services at the local schools.

 

 

 

Space requirement - shared space or 0.3 classroom equivalent

 

ECIA Chapter I (previously Title I)

 

A federally funded program which provides supplementary remedial instruction and other educational support designed to meet the specific educational needs of educationally deprived children, especially in the areas of reading, language, and math.

 

 

 

Space requirement - dependent on size or number of participants

 

Adaptive Physical Education (APE)

 

This program is provided where needed at elementary schools and at all secondary schools.

 

 

 

Space requirement - dependent on number of participants, usually equivalent to one classroom space

D.     Procedure

1.      Site managers will submit classroom/facilities use information to the superintendent by March 15 each year. Opening day changes shall be submitted by October 15. Any substantial changes shall be updated during the school year. Uses must be in accordance with the following:

a.      Classroom loading and teacher staffing ratios

a.      Special education student placement plan

b.      List of authorized classroom uses

2.      General education, special education, resource specialist, libraries and specially-funded programs are authorized, but subject to individual review. district programs, employee lounge/work area, and storage are conditional uses that require a written request submitted to the superintendent or his designee for approval. Rationale should include why the use is needed and why noninstructional space cannot be used. Classrooms that are vacant or that house unauthorized uses areexcess and may be considered for alternative uses.
